From Concept to Operation
PHASE 1
Structuring & Completion incl. Budget & Funding
Conceptual Phase
Sovereign issue at stake
Our clients contact us with an expression of needs and their experienced idea of how to answer
the sovereign issue at stake. At GS, we start by listening.
Then, we bring our own experience to the discussion (similar or comparable matter) and imagine
how to best solve our client’s issue.
A constructive back and forth exchange with our client lasts until a tested concept is endorsed: a
concrete project has taken shape.
Project Enabling
Expression of needs /
formal cooperation
GS perform the Project Enabling phase of the work, designed to structure and complete
a sovereign / public investment, including finding funding if needed.

(industrial procurement) & financing
The second phase carried out by GS is the Program Management whereby the project is
performed, directed, controlled and reported upon.
